The only limit would only be floor time on the senate which is extremely valuable with confirmations, other bills etc. However, they could just roll it all in to one mega bill targeting the trans community. If the filibuster is ended, I think trans folks should leave the US if they can.

The elimination of the filibuster at the start of the Trump administration would be the most disastrous thing to happen for trans people federally.

The policies it would usher in would make what we've seen the first 11 months feel like a cakewalk.
