Owning a sheep for the sole purpose of wool production is theoretically exploitative yeah, but I don't think that makes wool garments necessarily exploitative. At least not nowadays.

Am I missing something?

I understand why many vegans consider wool exploitative as an industry, because mass production does not treat animals kindly.

However, I feel like humane wool production wouldn't be inherently exploitative because domesticated sheep need to be shaved or risk health issues.
