Executive Order to Lock up People Experiencing Homelessness and People with Mental Illness
On Thursday, Trump signed a new EO that aims to put people experiencing homelessness and/or people with mental illness in jail or institutions. It plans to do so through several ways: 
To provide assistance and funding to States who seek to relax laws on involuntary β€œcivil commitment, institutional treatment, and step-down treatment standards” for people with serious mental illness who β€œpose a danger to others or are living on the streets and cannot care for themselves.”
The definition of what poses a danger to others is completely subjective and will be left up to law enforcement to decide. 
To prioritize funding to states who β€œenforce prohibitions on open illicit drug use, urban camping and loitering, and urban squatting.” It will prioritize funding to municipalities which take steps to remove homeless people from public places and put them into institutions under the guise of β€œmental health and substance use treatment.”
What this means is they mean to take funding from states which don't criminalize homelessness and shift funding to states who are willing to arrest people experiencing homelessness.
Note the use of β€œurban” which is directly aimed at Democratic cities. Homelessness looks much different in rural areas.
Eliminating the β€œHousing First” model. 
The Housing First model works by assuming that shelter or housing should be the first step for a person in need of services. Once the person is housed, then they can have the opportunity to engage in whatever other services they need to achieve long term housing stability. 
Would you be able to focus on your mental health or maintain a job if you were sleeping outside? No. Housing First is the model because IT WORKS. 
Instead of following this research backed model, the Trump Administration wants to tie funding to the requirement that someone enter treatment β€œas a condition” of participation in a housing program.
