The most striking thing here to me is the use of the Trump v US (immunity) decision to justify expanded presidential power in a completely different realm.
That decision will go down in infamy. It has destroyed the legitimacy of the Court and threatens the foundation of Constitutional government.

Suppose you had told Congress: "Actually you can't do that. All you can do is, in effect, hand over these legislative powers wholesale to the personal discretion of the president." It seems likely that in many cases they would not have done so! Or at least done so far more narrowly.

For a century, Congress has been delegating power to executive agencies *on the premise*, supported by longstanding Supreme Court precedent, that it could bundle that delegation with restrictions meant to confer a degree of independence on those agencies. The power and the restraint were a PACKAGE.
