This is a common mistake. A lot of people don’t read the disclaimer:

It’s not the NIH—the disclaimer at the top of the page should have been your first clue. It’s a single-author “critical review” (i.e. opinion piece) in a journal recently delisted by Web of Science, meaning it’s probably a garbage journal that will publish anything so long as you pay.
