The big problem: Everyone involved in creating the process that produced the non-functioning, inadequately tested solution should think hard about their role and how to avoid repeating it. This is *not* one person's fault: it is the fault of those who entrusted a single person.

I agree. All of this is under the assumption that the Minneapolis DFL is decided that digital ballots are how they (we?) want to conduct the endorsement balloting / tabulation.

8/ Any of the ballot errors could be "go to the credentials desk for a resolution" This could all be on the sample dummy ballot which could be open for hours while other business is conducted. This provides an opportunity to get many of the human errors out of the way when it's not consequential.

7/ Perform real-time validation of the voter ID and the state of the ballot.

Not a valid ID? Tell the voter.
Already voted? Tell the voter how many times they voted.
Mismatch on the 2nd factor (zip code, etc)? Tell the voter.

Give an opportunity to correct / resubmit.

6/ Consider handing out a sample dummy ballot at the same time as the ballot ID. This will give delegates plenty of time to acclimatize to the digital format.

5/ In a city run election, all precincts use a voting tabulator that does validation on the ballots before counting them. This provides a real-time opportunity for a voter to correct their invalid input before submitting it. A digital ballot should be even easier to conduct these kinds of checks.

4/ Hand transcription is also prone to off-by-one errors when people have to scan a row in a roster. If the rosters were striped (different colors even/odd) we could reduce the likely of this kind of transcription error.

3/ Do not rule out that volunteers at check-in could be bad actors. Make sure that check-in volunteers do not know the affiliations of the people they are checking in. I am NOT making a claim of impropriety on any volunteer, simply suggesting a solve for minimizing this as a threat vector

2/ Do not rely on volunteers handwriting on a notecard. Instead print the voter id on something that can be handed out in a font with no ambiguous number characters and an underline delineating what's right side up. Legibility should be consistent and not vary based on who checked you in.
