This is a scandal for ICE, but also an indication of just how much they're scraping the bottom of the barrel.

They've had multiple applicants with outstanding warrants for their own arrest walking in looking to play cop. That's apparently how dumb some of these goons are.

The issue with S21 is they designed the station too small for cost reasons and now need to have the fanciest of fancy interlockings to get to operational tempi that allow a schedule to work. That was an R&D project.

In a subtle but ironic twist, many of the modern electronic (ie computerised)

The conceptual work usually has to be financed locally, however it may be possible to fund later design stages (like approval and construction site planning) depending on the programme.

If the project can demonstrate it meets the

Ok, so I can share some insight into how this works elsewhere when Cities need funding for (say) a transit project and need funding from the state.

There are existing funding laws which make funding available to local projects which meet certain criteria. The most important part of these is a

Am I understanding this correctly, they already deduct money from the budget for this and put it in a bank account instead of allocating money in future projects?

Why would you do that?!

If taking out only the top position doesn't work, how is cartel fighting supposed to work instead? One large operation where you try to arrest as many leadership people and henchmen as possible, forcing the rest into hiding as they have to assume they will be next?

Can such an operation

(3.) Reduce demand on your rolling stock to withstand pressure differences which may reduce maintenance costs (doors!) and increase supply base flexibility

prevent a freight train meeting an ICE, as the low pressure from the fast moving train could conceivably loosen freight on the wagons and cause an accident.

Limiting the speeds in tunnels thus could allow you to

(1.) reduce the overall A_tunnel, saving costs

(2.) the track centre spacing

For one thing, the Air Drag increases significantly, which makes higher speeds expensive energy-wise and then you have the pressure on top of that.

Might also be about trains meeting each other, the pressure shocks from that are so significant that eg on VDE8 tunnels the signalling system has to
