Meanwhile, with the $1 million not forthcoming, Supervisor Shamann Walton held up the encroachment permit needed to finish the stairs, according to city officials involved in the discussions, who said the hold up was a response to the open space improvement money being withheld. Walton did not return a call or text seeking comment.
I might not be understanding the complexities fully, but it seems like Sup. Shamann Walton holding up a public improvement that WAS binding, in order to try and get more goodies that were promised but explicitly noted as NOT binding? Anyway, great job, San Francisco
