Iβm curious if youβve considered that what you are presenting as causation is actually correlation? Hot dog carts donβt bring foot traffic; they are a response to foot traffic. So could you focus on making the streets safer and cleaner and busier and then you can focus on hot dogs?

Isnβt this an important point?! How are people experiencing homelessness (and mental illness/drug addiction) served? Isnβt that the most pressing issue currently in Portland? How can Portland replicate anything if our approach is to treat low income vs chronically homeless as the same population?
