From a DSTT perspective you could do whatever frequency you want once DSTT2 opens.
This also means making radical changes in the RV wouldn't be worth it.
The limit in DSTT1 is 3 minutes IIRC, so 3/6 is possible. Also: That's self imposed and could be changed (that would come with some real operating pain though to make needed changes.)
When DSTT2 exists this becomes moot with just the RV line into the new tunnel, obviously.
4 minute headways, OTOH, would totally change rider experience and could be achieved by simply limiting crossings and giving trains proper priority.

It's possible to run the train fast there and as if it were grade separated there, it just takes political will.
I don't think they would consider 1.5 min frequency on any timeline that will matter to us. If it's a race, I like the bypass line's chances.
They are talking about 8 min frequency with maybe 6 somewhere off in the future.
That said, reducing the crossings and getting better signal timing to avoid slowing trains seems entirely possible.
