Of course! That is /usually/ caused by a lack of sufficient pollination, and pollen viability is affected by all sorts of stuff but it rapidly deteriorates under high temps (esp if dry). Could be several things but if there aren't other problems ? Either under-pollinated or non-viably pollinated.

They need a lot of water and a lot of sun! I work some bone meal and espoma veg food in when I put my starts in and that seems to do the trick for early root development, mine are coming in pretty good right now and I didn't amend or feed them otherwise. Did yours stay small or what happened?
