I just meant this is so roundabout - Trump is asking States to reverse their actions... So the story doesn't clarify who is for the SNAP, who is stopping them, and how. It should have been clarified by news that Trump wants there to be no SNAP, States went ahead and did it anyway, and now he is mad.
