BUT I would recommend it for students. University in European countries, incl. Germany, is often free or with minimal enrollment fees of a few hundred Euro. Many programs in English, too.

Europe at EU and national levels are putting together funding, but indeed the dream is "Spitzenforscher," and not only Americans but people from elsewhere who don't go to the US.
