One concern: they only really need access to information in the IRS system once. If they integrate it all into other systems it'll be impossible to remove even if a court later rules that accessing the information was wrong.

I think that some of the "dumber" part is because politicians (especially republicans) intentionally misinform them. They deal all the time with complaints and requests from constituents and businesses, so they know that our immigration system is a mess, but they insist constantly that it's easy.
