So the question is: how do we establish prestige in not-for-profit publishing models?
The @elife.bsky.social model is imo the current best approach. There are less prestige-heavy versions like @plos.org and @peercommunityin.bsky.social as well.
This is the accepted currency of academia, and is still used (I believe) as the main criterion for hiring, funding, and promotion.
Removing prestige as a factor for academic success is unlikely (possibly also undesirable as it serves a function).
But the larger problem is perceived prestige.
Researchers want to know their work is being recognized and appreciated; and ultimately, that it is of a high enough quality to be accepted at a competitive journal.
"aims to avoid that by restricting submissions to authors funded by the Wellcome Trust"... restricting access to researchers with current funding is the problem.
There are better ways to vet submissions, like funding a full-time editorial staff and/or engaging voluntary handling editors.

Then this wait-and-see approach is problematic.
Absolutely. For science practiced in a vacuum, it's fine to wait for results to self-replicate. But many times, they don't replicate; either the same lab can't reproduce them or another lab cannot and moves on. These failures are mumbled about but aren't typically published: the file drawer problem.
