You can listen below, starting at 12:16. Bike lanes do reduce traffic congestion, but only once there is a contiguous network so people can get from origin to destination safely. Bits and pieces of bike lanes won't cut it. Data from other cities shows a reduction in car volume once there is a good enough network, but you need to be patient--people don't switch modes overnight. Narrower vehicle lanes result in slower driving and less safety incidents. In general, travel time is not significantly impacted, that comes more from red lights and congestion than slower average speed. There is no single solution to improving congestion. It's complex. That's where GIS and next-generation modeling and simulation come in. With this technology, we can analyze the data and figure out what combination of changes will deliver the best outcomes.
