What if just a handful of the nine Republicans in CA voted "present" instead of "aye" or "no" for any bill that put strings on disaster relief? Would that sink the bill? 1 out of 8 Americans live in CA. They have two Senators and 52 Representatives. That group of nine R's could flex?
