Other countries fund this sector very well. Not this one.
This is new levels of absurd though.

It may never have been finished. But it's common for documentaries to take several years to be made, even ten years.
And, NEH money would only be supplementary to the full budget of most films. However, the award would be an important signal of the worthiness of the project. That's esp. valuable.
