turn = 1 or both or more phases.
some phases are linked? you can't have execution without having an action. but if you have no action (took too long), exec is skipped for you.

a unit always evaluates its local space (cells in FOV). it builds an interest map of what it sees. if collision is most interesting thing and we are going to bump into it soon (time horizon), steering takes over.

absolutely crushed some work today! SWARMMO combat is so much better now that action cooldowns are shown in client and synced up with the server CD timer. Combat makes sense. I don't know what the hell I was thinking before...
