I will reiterate that I've never had cause to regret abandoning the former Twitter more than two years ago now, and have suffered neither personally nor professionally for doing so. Since I left it's become more toxic and, yes, evil. The people who are still there should really consider moving on.

It's also annoying af because saying something *is* doing something. It's not like choosing to throw out words is just a random, uncontrollable stimulus response that everyone does, people have to make the conscious decision to think about the words and bring them into existence.

I think, as per my first point, it's something that is WAY more common in queer spaces. While I personally don't often compliment people (I'm very likely to insult my friends instead) I would find it unusual if my girlfriend didn't comment on her friends appearance - regardless of gender expression

I think it can have a lot to do with context. "You look hot today" can either mean "I notice you put a lot of work into your look today and I think you did a good job' or it can mean "I'm horny," largely depending on setting and inflection, and your relationship with the person. Language is awful.
