Does anyone know why rail fare increases are based on the RPI +1% rather than the CPI? I know the RPI tends to be a higher measure of inflation than CPI, so was RPI chosen so that the rail companies can rip travellers off more, to the benefit of their shareholders? Or am I being mean?

I'm in Austria. People who grew up here, including my partner, say the climate is different now. We had very humid summers with runs of days in the 30s. 2025 is cooler BUT with HUGE amounts of rain. Our river, the Traun, is a torrent. And we have a 3.1°C mean increase (cf. pre-industrial mean).
