Adams noted the city has about 1,200 affordable housing units built or in the pipeline using money from the 20-year affordable housing millage city voters approved in 2020.
โThese two approaches โ increasing market-rate supply as the plan recommends and the affordable housing subsidies that the cityโs already doing โ theyโre complementary,โ he said.
When housing stock is constrained by zoning, increasing market competition and prices, public dollars invested into affordable housing donโt go as far, Adams said.
โTo quote Ned Resnikoff of the Roosevelt Institute, market-rate housing is not an alternative to social policy,โ he said. โItโs a strategy for making social policy work the way we want.โ

I estimate: your solar panels are 15' above the ground, the distance from the west side of your house to the 7 story building is 400', and a 7 story building is 80' high. The elevation above horizontal from your solar panels the lip of the 7 story roof would be 9.2ยฐ. If any impact it'd be minimal.
