the ROW has space for a third track at least as far north as Evanston afaik, which might be useful if you're trying to run the Zone 3 and 4 trains as expresses in the city, but yeah there's still a huge amount of tph capacity available in just the existing system

chicago's current system is practically designed to create a lot of vote splitting and advance unrepresentative candidates. NYC just showed how ranked choice voting can strengthen progressive coalitions against conservatives, if we want to avoid a Vallas type in '27 we need something similar here
