The takeaway is important for understanding social inequality in cultural consumption: The financial barriers are not very relevant for highbrow culture, but they do appear to contribute to non-participation in popular cultural life among certain youth demographics.

However, I found no significant effect on participation in institutional highbrow activities, such as theater, opera attendance or museum visit.
This suggests that addressing price only does not boost highbrow culture participation.

My econometric analysis, based on a large-scale survey, reveals a key insight about this policy: Culture voucher significantly increases engagement with commercial popular culture, primarily boosting things like cinema attendance and comic book reading.

Over the last decade, many European states have introduced universal culture vouchers—like the €300 French 'pass Culture' offered to all 18-year-olds—to boost cultural participation. But are they truly effective at widening access and bridging social gaps? That's what I test in this paper.
