In decades in and around special education, having reviewed thousands and thousands of IEPs/NOREP's, I have never seen homebound proposed as a special education program. Nor should it be. It is essentially the exclusion of disabled kids from instruction.

Special education in charter schools is a major issue. But homebound instruction is not special education.
