The question about what to do with DHS funding is nowhere near as easy as Kristol wants it to be, though Bernie already showed us how to defund ICE. Until such a vote can command 60 votes, the optimal outcome might be to include $1 of funding for both CBP and ICE, with all the requirements tacked onto it, applying it back to the Big Ugly boondoggle funds, because tying rules to funding is a necessary, if insufficient, tool to making Trump follow the law. Kristol has the luxury of scolding βscoundrel,β while throwing up his hands in hope that in 11 months Democrats will have tools to do something more, all the while letting ICE spend its existing billions unmolested.
