Genuinely one of the smartest things the department can do. Inflation is reasonably predictable as are trends on recruitment and retention. If schools and trusts know their income (which they do) and also their major costs for the next 3 years, it helps planning and efficiencies immensely.

I've lived in London for 30 years.
