Labour won the last election with a big majority but low percentage on a very wide but thin coalition. They're obviously trying, but so far failing, to keep that coalition, because things are shit and they're making mistakes and there's all these other parties.

well, they made those manifesto pledges for electoral reasons, and they thought they could avoid it...and they are timing speech now because budget is in a few weeks and due to OBR downgrading forecast and welfare cut uturn they have little choice but to break those pledges.
