That sounds nice in theory - but the NTSB can put out rules that the manufacturers will honor.
When an EM is a profession, such a board will be of value. But until then any recommendations would be filed with all the others lessons learned documents.

Witnesses could have thought there were two shooters - but by saying "suspects" that means PD had names and identities for two.
What usually the case is "cop talk" slipping into public comms. If they didn't have a name, they didn't have a "suspect" but rather a "possible second shooter."

At this time I can't think of any impacts. IPAWS doesn't use PBS broadcasting, and some states use their radio stations for EAS purposes but there are alternate routes if for some reason those go dark. I'd be interested if others come up with cases where it might be an issue.
