Treating some characters specially can be error prone. Are U-umlaut and u-umlaut also the same as one another? All those accented chars? What if your locale is elsewhere and those underlying 8-bit numbers are displayed as something else entirely?

IMHO the planning rules should let you have them on walls just as easily as on roofs. Why? 'Cos in winter panels on South-facing walls will get more energy from the low sun than roof ones; in summer there's plenty of sun for more hours so the bad angle doesn't matter.
