I'm confused by this argument. Requiring a license, registration and insurance are already acknowledgements that automobiles are more dangerous than e-bikes.
Why wouldn't we require technology that's readily available to make something that's as dangerous as an automobile safer?
I have two primary vehicles. One is an automobile, the other an e-bike.
Automobiles kill approximately 100 people a day in the US. E-bikes, fewer than 10 a year.
Guess which one has a speed limiter on it?
