For the last two weeks, Russian media has been full of fantastic tales of their hackers smiting the enemy: KillNet, Beregini, PalachPro hacking the Ukrainians and finding all sorts of nefarious data. But somehow there is never a bit of proof or support for any of this—none needed, I guess.

I have been a reporter for close to 40 years, including stints covering police and the courts. This thing, from the president down, of accusing people of crimes when not charged: That did not used to be a thing. Authorities don’t do that because it is unfair and leads to cases being tossed.

Except being a white hat hacker now is not legal; neither bug bounties nor penetration testing have any basis in the law. They easily fit into the legal definition of hacking, and hacking is illegal. The law is supposed to provide a legal framework that would legitimize them, with guardrails.
