NIH Research Grants Lag Behind Last Year’s by $1 Billion After weeks of disruption to scientific federal grants, the National Institutes of Health has fallen behind in funding research into treatments for deadly diseases.

“The president has completely stopped funding for research that discovers cures for diseases that devastate families across the country, like cancer and Alzheimer’s disease, all so he can give tax breaks to billionaires and big corporations… crushing families’ hopes and dreams of having cures.”

98% of NIH grants that should have gone out this month, didn't. Despite court orders 'unfreezing' the funds, they are frozen. Biomedical research will grind to a halt. Clinical trials will end. All for no reason: the total impact on the US budget is miniscule

The powerful thing about this website issue is that it is very easy for the judge to verify compliance.

That's very different for impoundment. The Trump admin can hold up payments and that's hard to check.
