I'm a bit suspicious that this is happening frequently + that CPS really claimed they use their own set of rules instead of the state maltreatment laws. There are many problems with the child welfare system, but im not so sure about this one. The data here is n = 2 and is largely anecdotal hearsay

Ah, I see now. I'm doing a poor job of research translation here (and crossing wires with a separate presentation of mine). This is cross-sectional, so I should have been more cautious in using the word increase. Increased stressors -> significantly predicting both harsh and positive parenting.

I'm also not sold on the authors conclusion simply because they only show decreases in emergency department visits. Such a small fraction of CPS cases actually go through the ER. Cases of neglect and infants w prenatal substance exposure are likely largely missed in their analysis.
