Behind the brickwork and neon signs of Kansas City’s Westport entertainment district, a federal lawsuit alleges an invisible regime decides who belongs and who does not.

The mechanism of control, according to court documents, is a secret β€œGood Neighbor Agreement.” The price of entry is compliance. And the enforcers are an all-white, twelve-member board of the Westport Community Improvement District (CID).

β€œWe won’t sign a consent of any kind, even beer and wine, unless we have a good neighbor agreement in place,” CID members told prospective business owners, according to a lawsuit that claims to quote an audio recording.

insane local news just dropped. i've lived in a part of KC for ~decade and it's been an inside joke with friends and service workers that the local biz/party district is ran by a cartel of biz owners who bully out new ventures and replace them with generic dive bars for white suburbanites.
