Facilitate is not the same thing as actually bringing them back. The administration claimed "The United States does not control the sovereign nation of El Salvador" and they'll stick with this to say they're trying but can't make it happen. There's also no deadline for it which makes it meaningless.

You can call your reps during off hours and leave a voicemail if that's easier. I also found that it helped me to know that they just turn whatever I say into a tally mark in a column. So saying it more eloquently vs stumbling awkwardly through it doesn't change the impact one bit.
