States are legally required to collect the money and to turn the money over to the federal government. Even if they didn't collect it, they'd only be screwing over taxpayers since the taxes will be owed anyway.
This is fantasy-resistance. It isn't serious.
Why would Trump worry about that for a second? He'd send in the FBI to arrest any state officials who pulled that maneuver, and he'd finally be on solid ground for doing so.
