The inability of Democrats to clearly call out ILLEGAL behavior has led directly to where we are now.

I assure you, as someone who really, really wants Democrats to fight harder... this is not a serious plan.

States are legally required to collect the money and to turn the money over to the federal government. Even if they didn't collect it, they'd only be screwing over taxpayers since the taxes will be owed anyway.

Why would Trump worry about that for a second? He'd send in the FBI to arrest any state officials who pulled that maneuver, and he'd finally be on solid ground for doing so.

At a time when the Trump administration is breaking the government by arbitrarily making up its own rules, it does not help for Democrats to respond with their own Calvinball suggestions.

It doesn't matter. This is not a serious suggestion. That money does not belong to the states. Individual states can no more keep the withholding money than they can hijack federal vehicles that are located in their states and sell them at auction.
