States are legally required to collect the money and to turn the money over to the federal government. Even if they didn't collect it, they'd only be screwing over taxpayers since the taxes will be owed anyway.

It doesn't matter. This is not a serious suggestion. That money does not belong to the states. Individual states can no more keep the withholding money than they can hijack federal vehicles that are located in their states and sell them at auction.
