I think you also have to consider that you're coming from the perspective of someone who plays many games of many variety. For all we know, Oshii only plays Fallout 4 and that's all the video gaming he can imagine, so that hour count could be 1:1 with his overall gaming time.

In the case of Fallout 4, I'd imagine it comes down to the building mechanics. I imagine you could treat the game like a proto-Minecraft with that mechanic.
