2/ I feel that Dem governors declaring war on Trump and ICE is probably the 2nd most desired outcome in terms of what Miller wants. He thinks feds can outshoot whatever the states put out in the field, and having a reason to Maduro Walz and others means puppets could be running the midterms.

I believe cowardice is a part of it (insomuch as "would rather be weak and bow rather than risk a shooting war break out on Minnesota soil" is cowardice). But also, for protecting the midterms, not giving Trump a pretext to arrest Walz and senior members of his administration is important, too.
