This is 100% criminal. There is no federal supremacy or qualified immunity issue. There also, so far, is no local prosecution. LocalGov needs to exhibit courage and do its job to charge, arrest, and prosecute these criminals, to defend the community from violence. That’s the only way this ends.

I looked it up once. SNAP takes 2% of the US budget and 93% of the money goes to the actual poor people instead of to the bureaucracy. So it's kind of like if you paid $1000 in taxes, you spent $20 on the poor of which they got to keep $18.60, and you spent $166.66 on the military.

Minor objection: former heroin addict is not particularly relevant. If he were a current addict, then it would be. My father was a former heroin addict and to the best of my knowledge never sexually assaulted anyone. Being able to deal with an addiction in your past is not actually a negative IMO.
