Where are the measures & transparent records for oversight and accountability demonstrating what we are paying for?

the frequency of oversight facility inspections and measures used to inspect, records of prisoners medical treatment, records of site-infractions & accountability measures being applied (and by whom) to any offending sites?

What percentage of all immigrants arrested, have criminal records? What charges are children being arrested and imprisoned on?
What have the records shown concerning the durations of child and non criminal adult imprisonment,

- how is it possible that repeatedly, the constitutional rights of immigrants with no criminal record are being repeatedly violated & court rulings, concerning them, systematically ignored & violated with absolutely no accountability by Fed officials running the agencies sworn to uphold rule of law?

What oversight measures are in place by any authority, to evaluate & scrutinize conditions under which immigrant children are being imprisoned?
