The downfall of America will be in part due to people taking their protest onto social media instead of the streets.

I am not a big fan of privatization, history shows it raises costs and deteriorates customer service. That said, efficiency, innovation and optimization should be a part of any government organization / agency metrics and accountability.

Words mean less than tone, tone means less than nonverbal. With 23 million illiterate people in the US and another 30 million with an 8th grade education level (can barely read a headline let alone a whole article) you can bet imagery is the most effective.
