If "like" were the clause's verb then "need" makes no sense. The most extreme you could go is read it as two separate clauses where "like" is the verb relating "people" to "ICE" and then there's another clause relating "Trump" to "being charged" but then it would be "needs" not "need".

No, commas wouldn't help here. For one thing your commas suggest they're saying people *in general* need to be charged the same way ICE and Trump do. You really can't put a comma to separate "people" from "like ICE" here. But more importantly the sentence was unambiguous, the person just misread it.
