Trying different connector types is the only other thing I can think of. Windows 11 has some known problems with GPU scheduling. Otherwise it's trawling Microsoft knowledge base for ideas.

You can also try booting into safe mode with networking and seeing how it performs. This would check for driver conflicts.

I've noticed Windows driver updates often say everything is up to date but there can be a newer driver on the manufacturer website. So that another thing to try.

Under display settings: make sure the system is picking up the correct native resolution and refresh rate for the monitor.

Under graphic settings: turn off hardware acceleration. (+reboot)

Make sure power management is set to: best performance.
