Congress has delegated considerable tariff authority to the executive branch - previous T admin used section 201 for steel tariffs, section 301 for China tariffs, without congress. Another route is International Emergency Economic Powers Act. So he likely can do this.

Things obviously aren't perfect, but they are getting better, not worse.

Hard to see this happening given the slowdown in immigration that has already occurred, much less with further restrictions by new administration. Productivity growth has been good recently, but they seem overly optimistic about “deregulation.” We’ll see…
