I'm guessing you've already tried this, but sometimes I find it helps to ask yourself what is the one thing that is holding you back from starting. The thing you want to do least.

Sometimes I do that one first and the rest becomes a bit easier.

I live in a place where it is cloudy and foggy for a good portion of the year. Would the sun getting through the cloud cover be strong enough to fully charge the panels?
And how would cold(-20ish c) affect them?
