A 7 year old and 10 year old should be able to walk around the neighborhood on their own. On Google maps, it looks like the road they were on has sidewalks, but itโ€™s a โ€œstroad,โ€ which is dangerous for pedestrians.

Charging the grieving parents in this situation is sick.
