I agree in part. Bush didn’t have the political muscle to get it through. But the GOP’s anti-immigration base also doomed the bipartisan immigration proposal under Obama (which Rubio was part of!). I recall that before Trump ran he had advisers listen to right wing radio and it was ant-immigration.
