I suppose culture is also important because often in science as in other jobs "convincing your boss and/or other important people that you're doing a good job" can be a viable alternative to "working out why you were wrong and fixing it".

Labour have contracted more renewables in a year and a half than the Tories and Lib Dems did in 14 years and;
The amount contracted this year should reduce LNG imports (eg from the middle east and US) by three quarters.
They'll be accountable to the democratically elected commons. Need to think about what you actually want a 2nd chamber to do. If it's just democratic accountability then we already have that with the commons.
