my uninformed guess is that (as you suggest), the apparent sizes of moon and sun from earth are ~ the same, so from the same distance (but on the moon) earth should appear much bigger than the sun.

Maybe earth's atmosphere is bending the sunlight to make the ring? Or dust in the atmosphere?
